Regulating the Activities Regarding Management of Lands in the Northern and Eastern Provinces

The Ministry of Land and Land Development, has decided to resolve the land disputes, which had risen in the Northern and Eastern Provinces, consequent to the conflict and to implement a special programme of work to regulate these activities.circular 2011/04

Providing wider powers to the Land Commissioner through Act no: 08 of 1947 State Lands Ordinance. Powers under this are as follows;

2009-05-20

Issue of State Lands on Long Term Lease to individuals and institutions.
Issue of State Lands to Regional Authority Boards and to the armed forces through Vesting Orders.
Taking action to issue Special Grants or Special Lease Bonds for Religious, Charitable and Scientific Purposes.
Issue of State Lands for religious activities.
Issue of State Lands to Sports Clubs, Rural Development Societies etc.
ssue of State Lands on priority basis to co-operative societies.
Issue of State Lands on Special Grants or on lease to State Affiliated Intuitions.

Implementation of Act No: 43of 1979, State Land Grants (Special Provisions)

Acquiring of lands belonging to the Land Reform Commission for the State, through lawful means by publishing notices in the Government Gazette and disposing these lands through Instruments of Disposition to landless people belonging to the low income group and to those who are physically fit to develop the lands.
Lawfully declaring lands belonging to the Land Reform Commission as State lands, by publishing Gazette notification by the Minister of Lands with the concurrence of the Minister in charge of the Land Reform Commission.
Selecting suitable people through lawful means i.e Land Kachcheries and handing over ownership through Instruments of Disposition, bearing the signature of H.E the President.


Implementation of Act No 61 of 1942 Land Redemption Ordinance

When the private lands belonging to the people are subject to certain liabilities and on the request of owners of such lands, the Land Commissioner mediates and lawfully acquires the land for the State and afterwards releases such lands to the owner.
Issue of land acquired through such lawful means, to the original owner as Grant with conditions as per provisions in the Land Development ordinance.
Issue of Redeeming Grant as per provisions in the Land Development Ordinance after receiving from the owner the money incurred as expenses when acquiring such land.


Act No 7 of 1979 State Lands (Recovery of Possession)

2009-05-20

This Act had been enacted to enable the eviction of encroachers from state lands without delay through simple legal action.

The Land Commissioner’s Department was established by Act no: 19 of 1935 of Land Development Ordinance.

The Land Commissioner’s Department was established by Act no: 19 of 1935 of Land Development Ordinance. Functions of the Department were further regularized as per the following Acts:- No: 16 of 1969, No: 27 of 1981, No: 22 of 1993, No: 05 of 1995 and No: 20 of 1996
